Haramaya University Participates in Ethiopian Public Universities Autonomy Policy Documents Review Workshop

The Ethiopian Academy of Sciences, in collaboration with the U.S. Embassy in Addis Ababa, organized a five-day consultative workshop on the review of the Ethiopian Public Universities Autonomy Policy Documents, held from January 12 to 16, 2026, at the Hilton Hotel in Addis Ababa.

The workshop is part of the broader collaborative initiative titled “Supporting the Transition of Ethiopia’s Public Universities to Autonomous Governance.”

The Phase II Autonomy 2.0 review group

The Phase II Autonomy 2.0 Policy Documents Review Workshop aims to review and strengthen four key institutional policy frameworks: the Student Admission Policy, Alumni Engagement Policy, Resource Mobilization Policy, and Endowment Policy. These policies are central to enhancing governance effectiveness, financial sustainability, accountability, and long-term institutional resilience in Ethiopia’s public universities.

The workshop was facilitated by the Technical Expert Advisory Team, which previously played a pivotal role in supporting Addis Ababa University’s transition to autonomous governance. Since then, the team has been working closely with nine senior Ethiopian public universities, providing technical guidance on governance reforms. The advisory team also assisted these institutions in reviewing strategic plans and senate legislation documents during an earlier workshop held from February 24–28, 2025.

The delegation included Dr. Jemal Yousuf, President of Haramaya University; Professor Jema Haji, Chair of the Resource Mobilization Policy Taskforce; Dr. Yibekal Alemayehu, Chair of the Student Admission Policy Taskforce; Dr. Deribachew Bekana, Chair of the Endowment Policy Taskforce; and Mr. Frezer Tilahun, Chair of the Alumni Engagement Policy Taskforce.

The Haramaya University team actively contributed to policy review sessions, presented institutional perspectives, and engaged in technical discussions aimed at strengthening the quality and implementability of the policy documents supporting the transition toward effective and sustainable autonomous governance.
