Background of Procurement and Property Administration Directorate

Prior to BPR (Business Process Reengineering) implementation the procurement & property Administration service is used to be given by two different Divisions namely Purchasing & Sales Division and General Service Divisions.

The Directorate is organized as Procurement, Finance & Property Administration Directorate during BPR implementation at Haramaya University in 2013. In 2016 the Directorate was restructured as Procurement & property Administration Directorate. Under the Directorate there are two teams at main campus namely Central Procurement Team  & Central Property Administration Tram  &  one team at Harar Health & medical Science College & Hiywot Fana Specialized University Hospital.

Main campus

Under the Directorate in main campus there was two teams that gives Procurement, & Property Administration service at central level, namely:-

  1. Central Procurement Team
  2. Central Property administration Team

And there are also four clusters that gives  procurement of the purchases that are unforeseen during annual purchase  plan preparation and newly arising  purchase  needs at any time in the fiscal year with the amounts not Exceeding Birr 400,000.00 at cluster level to their respective  Colleges: namely:-

  1. Academic and Research Cluster:- gives Procurement, & Property Administration service to VPAA office & the Directorates under the office of VPAA.
  2. Agriculture and Natural Science Cluster:- gives Procurement, & Property Administration service to College of Agriculture & Environmental Science & College of Natural and Computational Science.
  3. Social Science Cluster:- gives Procurement, & Property Administration service to College of Business and Economics, College of Computation and Informatics, College of Social Science and Humanities, College of Law,
  4. Haramaya Institute of Technology and College of Veterinary Medicine Cluster:- gives Procurement & Property Administration service to Haramaya Institute of Technology & College of Veterinary Medicine.

Procurement and Property Administration Directorate Staff

Duties and responsibilities of the office are to:

  • Provide the maximum need of the University’s user group in terms of supplies & services with regard to procurement of Goods, Works & Consultancy service & Non- Consultancy services and Property Administration in line with:-
  • The Ethiopian Federal Government Procurement and Property Administration Proclamation 649/2009
  • Federal Government Procurement Implementation Directives 649/2009
  • Procurement Manuals.
  • Standard Bid Document Prepared by “The Federal Democratic Republic of Ethiopian.
  • For project funded, projects like the World Ban, procurement is made as per procurement guidelines of the World Bank.
  • Stock Management Manual.
  • Government Owned Fixed Assets Management Manual (GOFAMM).
  • Public Procurement and Property Authority”.
  • Develop procurement and property related strategies and operational plan;
  • Plan, organize, direct, lead, manage and control the procurement and property activities of the University;
  • Ensure the procurement and property administration decisions are consistent with the relevant policies and procedures of the University as well as the applicable laws and regulations of the country;
  • Ensure that there is proper coherence between University plans, procurement and purchases;
  • Advise the President, the Vice Presidents and senior staff providing authoritative technical and policy advice on all aspects of procurement and property administration matters;
  • Prepare and submit recommendations on the basis of the relevant University plans, concerning procurement process;
  • Recommend administrative policies that govern procurement and related structural improvement to the Vice President;
  • Prepare annual procurement and other property administration plan;
  • Oversee the proper implementation of the procurement and property administration policies throughout the University;
  • Prepare and update price index for bid documents and communicate it to all budget centers;
  • Correspond with external organizations pertaining to all procurement matters;
  • Plan and study how best to improve the performance of the office;
  • Managing and controlling properties of the University by recording, maintaining and distributing office & residence materials and equipment to users. The section is also responsible to discard used materials after getting approval from top management;
  • Prepare and submitted each quarter procurement plan performance report.
  • Record the list of misconducts and corrupted suppliers of the campus and report the same for proper legal measures to be taken;
  • Present timely reports of the performance of the office;

Objectives of the Directorate

  • To procure and deliver goods and services needed by users group of the University as per the government proclamation, rules, regulation and directives to help them implement their plan.
  • To provide, protect and enhance effective and efficient utilization of property of the University.
  • To support University’s activities with an uninterrupted flow of materials & services.
  • To develop effective & reliable sources of supply.
  • To develop a good relationship with the suppliers community.
  • Manages all procurement or disposal activities within the University in line with the PPPA;
  • Ensures the purchased ICT-related equipment are distributed appropriately to the requesting department as per their budget;
  • When any ICT-related equipment is requested, the Purchase and Procurement Directorate  must first ensure that the existing equipment is returned.
  • When any item is requested, the Directorate must first ensure that the requested item is out of stock.
