Finance is the lifeblood of an organization. No organization can run its plans and activities without finance. However, it is not enough to have adequate finance. What is more important is having a strong system and practices that enable efficient and effective utilization of the available financial funds. This system is called financial management system.

Accountability of the Directorate

The Haramaya University Finance Administration Directorate is accountable to the Vice-President for Administration and Student Affairs. The major activities of the Directorate፡

    • Plan, organize, direct and control the activities of the finance team; budget and treasury, and record and documentation teams;
    • Facilitate the financial resources of the university which are earned from different sources as one consolidated university budget in accordance with the relevant university plan;
    • Manage government, internal, and project funds as per the rules and regulations;
    • Ensure that the financial decisions are consistent with the relevant policy and procedures of the university as well as the applicable laws and regulations of the country;
    • Ensure proper synchronization between the Universities\' planned budget and disbursement;
    • Receive budget unitization reports of units from college-level financial offices and recommend appropriate corrective measures when required and follow up on compliance to ensure proper utilization of allocated budget;
    • Advise the University president and vice presidents on budgetary and financial matters;
    • Ensure effective and efficient provisions of financial customer services;
    • Oversee the proper implementation of budget and finance policies throughout the university;
    • Ensure that administrative policies and work procedures that govern budget and finance are known and complied with by all directors, finance and budget employees of the university;
    • Develop finance-related strategic and operational plans and execute them on approval;
    • Consolidate monthly, quarterly and annual budget and finance requests and reports to the university management;
    • Ensure that the financial decisions are consistent with the relevant policy and procedures of the university as well as the applicable laws and regulations of the country.

Central Finance Administration Teams Duties and Responsibilities

Account Unit

Duties and Responsibilities

  • Identifying bank advice and statements for government revenue and expenditures, recording the transaction register on daily and monthly bases, reconciling the data with Respective Collages- Cluster Finances records, and then producing and prevailing the daily situation report for management decisions.
  • Receiving and checking the monthly reports from each Respective Collages- Cluster Finances, reconciling it with HU- Central Finance Administration treasury account registration, consolidating the accounting data, submitting the consolidated report to MOFEC, and then dispatching the report to other users.
  • Receiving and mapping the 3 Clusters Finance in HU main campus and Harar Health and Medical sciences and Hiwot Fana Hospital Finance  administrations closed the account and then consolidated the report and dispatch it to the users
  • Checking Cluster Finances, write-off requests, and submitting the decision to the relevant body accordingly.
  • Undertaking the follow-up audit on Cluster Finances, and Central Finance whether or not rectified the findings.

Undertaking regular review works on the University Finance Internal Control system.
