DESCRIPTION OF REQUIREMENTS
Under the Scaling Urban NBS for Climate Adaptation in Sub-Saharan Africa (SUNCASA) project, implemented by International Institute for Sustainable Development (IISD) in partnership with World Resources Institute (WRI), Haramaya University invites qualified firms or consultants to develop an intelligent and scalable Decision Support System (DSS) dashboard to support evidence-based decision-making for urban climate adaptation in Dire Dawa City Administration.
This innovative DSS will be the first of its kind for the city, integrating multi-source data, AI-powered analytics, and machine learning models. The selected consultant will work closely with key stakeholders—including the Haramaya University SUNCASA project team, IISD dashboard team, the City Agriculture Bureau, and the City Environment, Climate Change and Forest Authority—to define system requirements, develop a comprehensive data model, and select the appropriate technology stack.
The system will integrate real-time and historical data from sources such as meteorological systems, environmental sensors, GIS databases, and multimedia inputs (text, images, videos), enabling advanced analytics and visualizations through charts, graphs, and tables. The dashboard must support real-time sensor integration, multi-format data handling, predictive analytics using machine learning, standard APIs for system interoperability, and leverage high-performance computing (HPC) or cloud-based infrastructure.

Issuance of this RFP does not constitute an award or commitment on the part of Haramaya University, nor does it commit Haramaya University to pay for costs incurred in the preparation and submission of a quotation.
REQUIREMENTS TO SUBMIT PROPOSAL

- Price/cost competitiveness
- Evidence of capacity to deliver within the allotted timeframe
- Experience delivering similar products or services
- Valid business license, indicating the stream of business
- Last physical year’s financial statement certified by the vendor’s bank
- Audit report of the previous physical year prepared and signed by a recognized/licensed independent auditor
- A copy of the organization’s most recent registration document
CONSIDERATION
Haramaya University may, at its discretion and without explanation to the prospective vendors, choose to discontinue this RFP without obligation to such prospective vendors, make the award in full or in part, or make multiple awards under this RFP. Contracts will not be awarded to vendors/organizations debarred or named on restricted parties lists.
