Admission Requirements for Department of Special Needs and Inclusive Education
The Master of Art in Special Needs and Inclusive Education program is designed for prospective teachers or a professional with education background who want to obtain advanced degree that enables them meet their individual needs and helps them ensure quality of special needs education practices in schools and other educational settings. Admission to the masters program of special needs education shall be carried out based on the guidelines and criteria set by school of graduate studies of Haramaya University. Nonetheless, the following criteria shall be considered in selecting candidates for the program:
- BA/ BEd in Special Needs Education or related
- BA in Psychology or related
- BA/BEd in General Education or related
- At least a CGPA of 2.00 in the undergraduate study
- Candidates will be selected on a competitive basis; and,
- Other things being equal, females and candidates with disability will be given priority.
Applicants who fulfill the following requirements will be eligible for PhD in Education (Inclusive Education Stream) of Department of Special Needs and Inclusive Education, College of Education and Behavioral Sciences, Haramaya University:
- Applicants with MA or MEd in special needs and inclusive education, psychology, curriculum studies, adult education, comparative education, educational administration, educational planning and management, educational leadership and school leadership.
- Applicants from curriculum studies, fields of psychology, comparative education and educational leadership, management and administration who have not taken adequate major courses in special needs and inclusive education expected to attend bridging courses which will be decided by the DGC, Department Postgraduate council. The intake of applicants based on this criterion will depend on the capacity of department and will be determined during admission. In addition, relatedness to the stream of interest will account for 10%.
- Applicants who scored a minimum of 3.25 CGPA at the master level and 75 at the undergraduate level. Applicants who scored a minimum of ‘good’ or B+ grade in their master level thesis.
- Applicants who can submit a written statement of career goals, research interests/ synopsis, and academic objectives.
- Applicants must have a minimum of three years work experience in related areas after obtaining his/her Masters.
- Applicants who can provide at least two academic references and one from employers.
- Applicants must sit for a written entrance exam and score at least 60%.
- Applicants must attend interview and demonstrate their English language proficiency in relation to their career goals, research interests, and academic objectives.
Applicants who can fulfill the other requirements of Haramaya University.
Admission Requirements for Adult Education and Community Development
Applicants who fulfill the following requirements will be eligible for any one of the four streams of PhD in Education of Haramaya University, College of Education and Behavioral Sciences:
- Applicants with MA or MEd in education, curriculum studies, psychology, special needs and inclusive education, adult education, comparative education, educational administration, educational planning and management, educational leadership and school leadership.
- Applicants from curriculum studies, fields of psychology, special needs and inclusive education, comparative education and educational leadership, management and administration who have not taken adequate major courses in his/her selected area of specialization would be expected to attend bridging courses which will be decided by the college graduate program council. The intake of applicants based on this criterion will depend on the capacity of each department and will be determined during admission. In addition, relatedness to the stream of interest will account for 10%.
- Applicants who scored a minimum of 3.25 CGPA at the master level and 75 at the undergraduate level. Applicants who scored a minimum of ‘good’ or B+ grade in their master level thesis.
- Applicants who can submit a written statement of career goals, research interests/ synopsis, and academic objectives.
- Applicants must have a minimum of three years’ work experience in related areas after obtaining his/her Masters.
- Applicants who can provide at least two academic references and one from employers.
- Applicants must sit for a written entrance exam and score at least 60%.
- Applicants must attend interview and demonstrate their English language proficiency in relation to their career goals, research interests, and academic objectives.
- Applicants who can fulfill the other requirements of Haramaya University.
Applicants who fulfill the following requirements will be eligible for PhD in Adult and Non-formal Education:
- Applicants with MA or MEd in adult education, adult and lifelong learning, adult education and community development, educational psychology, special needs and inclusive education, curriculum studies, comparative education, educational administration, educational planning and management, educational leadership and school leadership. Depending up on relatedness of fields and the decision of Department/School Graduate Council, applicants from other related field of studies can be entertained.
- Applicants from curriculum studies, educational psychology, special needs and inclusive education, comparative education and educational leadership, management, administration and other related fields, who have not taken adequate major courses in his/her selected in the area of adult and non-formal education are expected to attend bridging courses such as Foundations of Adult Education & Lifelong Learning, Indigenous Knowledge and Skill Training in Adult Education, Adult Education and Community Development Theory and Practice. More courses may also be added depending up on the background of the applicants and to be decided by the Department Graduate Council.
- The intake of applicants depends up on the capacity of the department.
- Applicants who scored a minimum of 3.00 CGPA at the master level.
- Applicants who scored a minimum of ‘good’ or B+ grade in their Masters level thesis.
- Applicants who can submit a written statement of career goals and research interests/ synopsis.
- Applicants who have a minimum of two years of work experience in related areas after obtaining his/her Master’s degree.
- Applicants who can provide at least two academic references.
- Applicants must sit for entrance exam and score minimum requirements (50 % and above) in their English language proficiency and the related field study (ANFE).
- Applicants who can fulfill the other requirements of the University Senate legislation.
Applicants must meet the admission criteria of the university. Besides they shall meet the following criteria.
- Have first degree from a recognized University
- Have taken a minimum CGPA of 2.00 and above
- Pass entrance exam set by the department
- Present statement of purpose explaining their motivation and reasoning why they are applying for the program
Thus, applicants will be ranked and admitted to the program based on the following criteria:
- Entrance exam result and CGPA
- Statement of purpose and academic credential submitted
- In addition to the abovementioned criteria, other criteria will be applied to screen the applicants as deemed such as:
- relevant courses taken at the undergraduate program
- relevance of work experience to the area of training
- relevance of current position to the area of training
* Applicants from non-education background will take bridging courses
Applicants must meet the admission criteria of the university. Besides they shall meet the following criteria.
- Have taken a minimum of 20 Credit hours of professional and pedagogic courses in their undergraduate study;
- Applicants who have not taken adequate pedagogical courses are expected to attend bridging courses such as general methods of teaching, instructional media/technology, secondary school curriculum and instruction and action research. More pedagogical courses may also be added based on the background of the applicants and Department Council decision.
- Have basis on computational skills and statistical aspects of research; and
- First degree from recognized university
- A minimum grade point average GPA of 2.00 and above
- Pass entrance exam set by the department
- Present statement of purpose explaining their motivation and reasoning why they are applying for the program
Applicants will be ranked based on the following criteria:
- Entrance exam and GPA
- Statement of purpose
- Relevant courses taken at the undergraduate program
- Relevance of work experience to the area of training
- Relevance of current position to the area of training
The program shall be open to all applicants regardless of their academic specialization. Relevance of educational background of applicants, their academic performance as displayed in their credentials and entrance exam results will be considered to select applicants. Female applicants are encouraged.
If it is found necessary, applicants coming from unrelated educational background will take preparatory courses with undergraduate students.
The admission is subject to the approval of the CGS (Council of Graduate Studies) of each University and the Universities legislation. Besides, admission to this program is competitive and based on an entrance exam. Good performance in an entrance examination administered as part of screening process. Applicants may be organization-sponsored or self-sponsored.
Students with the following background will be admitted to the programme based on the requirements set by MoE and the University.
- Diploma holders in various fields (Teachers, Development Agents, Health Extension Workers and from related areas) who want to pursue their education in the field; and
- Students who completed preparatory programmes and scored grades required for joining degree programmes based on the rules and regulations of MOE.
Admission Requirements for Department of Educational Planning and Management
Applicants who fulfil the following requirements will be eligible for any one of the four streams of PhD in Education of Haramaya University, College of Education and Behavioural Sciences:
- Applicants with MA or MEd in education, curriculum studies, psychology, special needs and inclusive education, adult education, comparative education, educational administration, educational planning and management, educational leadership and school leadership.
- Applicants from curriculum studies, fields of psychology, special needs and inclusive education, comparative education and educational leadership, management and administration who have not taken adequate major courses in his/her selected area of specialization would be expected to attend bridging courses which will be decided by the college graduate program council. The intake of applicants based on this criterion will depend on the capacity of each department and will be determined during admission. In addition, relatedness to the stream of interest will account for 10%.

Applicants who fulfil the following requirements will be eligible for the PhD in Educational Leadership and Policy Studies:
- Applicants with MA or MEd in Educational Leadership and Management, Educational Leadership, School Leadership, Educational Planning and Management, Educational Administration, Comparative Education and related fields,
- Applicants from related fields who have not taken adequate major courses in their selected area of specialization would be expected to attend bridging courses which to be decided by the DGC. The admission of applicants based on this criterion will depend on the capacity of the department and will be determined during admission. In addition, relatedness to the field will account for 20%.
- Applicants who scored a minimum of 3.00 CGPA at the master level and 75 at the undergraduate level.
- Applicants who scored a minimum of ‘good’ grade in their master level thesis.
- Applicants who have a minimum of two years of work experience in related areas after obtaining their Masters.
- Applicants who can submit a written statement of career goals, research interests/ synopsis, or academic objectives in the form of concept note.
- Applicants who can provide at least two academic references and one from employers.
- Based on the decision to be made by DGC, applicants who either
- sit a written entrance exam and score at least 50%;
- attend interview and demonstrate their English language proficiency in relation to their career goals, research interests, or
- present academic objectives in the form of concept note
Applicants who can fulfil other requirement of Haramaya University.
To be admitted to the master’s program, the applicant should be:
- BA or BSc. Degree (or an equivalent degree) in Education, or other related fields from a recognized university
NB: The relevance of other degrees is determined by the Departmental Graduate Committee (DGC).
Educational background of an applicant who are not related with education, and far apart from field of education shall expected to take at least the following bridge courses
- Introduction to educational management
- Management of change and innovation
- Introduction to education leadership
- Resources management in education
- Taken pedagogical /professional/ courses during undergraduate or post-graduate certificate in teaching,
- At least a CGPA of 2.00 in the undergraduate study,
- Teaching, leading and managing educational and related office as an asset,
- Candidates who have been working in areas of teaching and managing educational institution shall be given priority during selection ,
- Successfully pass the university’s entrance examination
- Fulfill other university wide requirements.
NB: 1. Candidates will be selected on a competitive basis; and,
2. Other things being equal, females will be given priority.
To be admitted to the master’s program, applicant should:
- Have BA or BSc. Degree (or an equivalent degree) in Education/Vocational Education or other related fields from a recognized university/TVET College
NB: The relevance of other degrees is determined by the Departmental Graduate Committee (DGC).
Educational background of an applicant who is not directly related with educational leadership /technical vocational education and far apart from the field shall be expected to take at least the following bridge courses with 8 Cr.Hrs.
- Introduction to Educational Management
- Resources Management in Education
- Theories and Models of Leadership
- Scored at least a CGPA of 2.00 in the undergraduate study.
- Have been working in areas of teaching and managing in education and TVET institutions shall be given priority during selection.
- Successfully passed entrance examination.
- Fulfilled other university wide requirements.
- Female’s applicants will be given priority.
Applicants for admission to the MA degree program in Educational Information and Communication Management System should fulfil the following criteria:
- First degree in related studies from an accredited university or college. The relevance of the degrees is determined by the Departmental Graduate Committee (DGC).
- Applicant of non-EdPM background are required to take bridging courses which to be approved by the DGC
- Bridge courses
- Introduction to Educational Management
- Educational Information Management
- The candidate should score a pass mark in the entrance examination.
School principals would be the first beneficiaries of the training. It is indicated in the revised Blue Print that the acquisition of a School Leadership position would be based on academic and leadership merit. So, teachers who have served for five and more years can apply for the position.
The following criteria will be employing in selecting candidates for the School Leadership program:
- 1. MA/MSc/MEd holders, BSc/BA/BEd + PGDT holders, (Degree in EdPM and subject area + PGDSL are advantageous)
- Five years of teaching experience in a government school;
- Potential to serve as a school leader, and the commitment to work as a school leader for a reasonable number of years; unit leadership, department headship also advantageous;
- More than 75 % in performance evaluation during the semesters;

- 1. University GPA = 40%
- 2. Performance Evaluation over the latest three semesters = 40%
- Experience in teaching or as a school principal = 20 %. (Experience of 10 years or above will attract the full 20 %. The remaining will get according to their service years g. 5 years will earn 10 %.)
Applicants for admission to the Bachelor’s degree program in educational planning and management must satisfy the following criteria:
- Successful completion of freshman program (general education courses) set by the university.
- Have a diploma in educational management or related teaching subjects with a minimum cumulative grade point average (CGPA) of 2:00 at graduation from an accredited Teacher training institution OR
- Teaching or administrative experiences in educational organizations will be an advantage to get admission to the program.
