Duties and Responsibilities
The Deputy Managing Director assumes responsibility for the financial, administrative, and organizational operations of the Institute, including oversight of the personnel budget in coordination with the Scientific and Deputy Directors. He ensures compliance with legal provisions, particularly the Higher Education Proclamation and other laws governing the relationship between the Institute, the university, and the government. He takes overall responsibility for budget planning, steering, and expenditure policy, and secures the budget to maintain financial liquidity and fulfil the directives of the Supervisory Board. In collaboration with the Scientific and Deputy Directors, he develops human resource policies, plans the personnel budget, and oversees human resource development. He is accountable for organizational structures, procedures, and controlling functions, including reporting and auditing. The Deputy Managing Director develops and implements the Institute’s information and communication technology (ICT) strategy and takes charge of building construction projects, facility planning, maintenance, and management.
He ensures that administrative operations adhere to institutional standards and that the Institute maintains a healthy balance of income and expenditure with accurate financial records. He guarantees that all fundamental operations and substantive transactions are properly documented and accessible to end-users, without compromising institutional interests. He prepares institutional plans and budgets and ensures their implementation upon approval. He also plans the Institute’s budget, submits budget requests to the university or government following Supervisory Board approval, and manages all financial affairs. The Deputy Managing Director works to increase external revenue sources, especially through research grants and sponsored research, and raises internal revenue from consultancy, project contracts, donations, tuition fees, and other sources, using these funds in accordance with relevant laws and Supervisory Board approval.
He develops proposals for establishing commercial enterprises and community or industrial service outlets as income-generating schemes, in consultation with the Scientific Director and academic units, and implements them upon approval. He manages and makes decisions regarding all Institute property in accordance with national laws. He builds and maintains a procurement system and oversees both local and international.procurement in compliance with legal standards. He supervises recruitment processes for administrative staff and, when necessary, selects, manages, or dismisses staff based on legal provisions. Finally, subject to university-wide safety and security regulations, the Deputy Managing Director establishes and maintains a reliable system to protect life and property within the Institute’s premises.
