Introduction
The story of the Department of French of HrU starts in 2005, when the first agreement between HrU and the Embassy of France was signed. A French language teacher was sent by the Embassy of France and French language courses started being taught as elective courses to English language students and to students from the College of Law. During the following year, the status of the course changed for English language students who became able to choose French language as a minor area of studies. Soon, the Department of Afaan Oromo joined the program. During four years, this program was very satisfying. Students were eager to learn a new foreign language, and the small class sized allowed them to easily practice their language skills. Upon graduation, all the students who had been following French classes in HU had reached a good beginners level, and all of them successfully passed the first level of the International French Language Diploma (DELF A1), awarded by the French Ministry of Education.
In 2009, considering the success of this program, it has been decided to extend the language training offer. A School of Foreign Language Studies was created, and a French unit was set up. The first batch of students entered the program, and French language started being taught as a major area of study. The French unit has been working very hard since then to improve the quality of the courses and to offer to the students an environment that stimulates their learning process. In 2013, the first batch of students graduated in French from HrU.
Nevertheless, just before their graduation, it was noted that when opening the French Unit, in 2009, the proper procedure had not been followed. No need assessment had been done, and the curriculum had yet to be approved by the Senate of the University. To allow the first batch of students to graduate, the curriculum was approved by the Senate in May 2013, but the task was given to the French Unit to conduct a proper needs assessment, on which results the continuity of the program was going to be based.
In the end of June and beginning of July, a survey was thus conducted by the members of the French Unit to determine the needs for qualified French speaking Ethiopians on the Ethiopian work market. The current four year degree program in French Language Studies and Professional Skills includes courses such as teaching methods, tourism, translation and English language. This need assessment aims to help us to assess the current needs of French speakers on the Ethiopian job market and to redefine the objectives and priorities of our program.

Introduction
English is a global language and thus has a dominant position as the language of commerce, technology and communication is concerned. It is therefore quite rewarding to equip our citizen with this useful language to learn and thereby they communicate as effectively as possible and fulfil their individual needs. Towards this end, English is taught in Ethiopia from Grade 1 upwards as a subject and as medium of instruction from Grade 9 on wards. This would in fact contribute a lot towards the improvement of the standard of English in Ethiopia. Nevertheless, this may not prove to be the case unless it is of quality. In other words, training effective and quality English teachers at all levels is a far-reaching goal.
In this respect, an international consultant made a number of consultancy visits to Ethiopia and recommended expansion of postgraduate programs in English among the measures to be taken to improve the standard of English at all levels within the education system. It was found out that there is a strong need in Ethiopia for an M.A program which prepares ELT teachers & teacher trainers for universities, colleges and schools.
In light of these, the department of English intended to host M.A training in English that:
- Provides participants with a deeper understanding of ELT
- Gives candidates practice in training teachers
- Teaches participants how to be mentors and counsellors
- Makes participants change their attitudes towards learning and teaching
Admission Requirements
For admission to the program, candidates should have B.A/B.Ed in English language, Linguistics, Literature, Journalism& communication, Ethiopian Languages (English as a Minor) and related disciplines with a CGPA of 2.00 and above. Candidates are also required to submit the undergraduate program credentials, application forms and letter of recommendation from three academic referees to the University’s Registrar.
Introduction
The School of Foreign Languages and Journalism was established in 2009 with launching MA and MEd in TEFL programs on top of the already solid BA in English Language and Literature and Bed in English programs. Subsequently, BA programs in French and Arabic were added.
Besides, the School offers common courses in English across all the subjects/departments of HrU, both regular and continuing and distance programs as well as various in-service skills development courses to HrU staffs and the surrounding secondary and primary school teachers.
On the one hand, it aims at empowering students so that they effectively use English as Medium for Academic Purpose—studying other disciplines through English medium. On the other hand, the Department’s teacher education program aims at preparing secondary and tertiary English teachers and teacher educators competent in the contemporary theories of language, education, learning and research as well as state of the art skills in EFL/ELT pedagogy and classroom methodologies.
Accordingly, the SFLS staffs have designed a PHD in TEFL program that uniquely (differently from other universities) addresses the contemporary global-local contexts, that speak to learners’ and teachers’ interests and integrates pedagogy and research, in all its approach, curricula, contents and methodology. Rationale
Geospatial information science builds on the technologies of GIS, remote sensing and digital image processing, photogrammetry, and cartography to provide an integrated approach of measurement, analysis, and management of the descriptions and locations of earth-based data, often termed geospatial data. The curriculum instructs students in geospatial data using many technologies including airborne and satellite sensors, as well as ground based instruments. While the above-mentioned technologies are often thought of as tools to answering geo-environmental resource management questions in a particular field, the sciences associated with these technologies and the interpretation of geospatial data is what this degree will emphasize.
Geospatial information science has many applications in disciplines which depend on spatial/temporal data including geo-environmental resource studies, bio-physical studies, agroeconomic studies, infrastructural and socio-economic studies, civil and environmental engineering, surveying, global positioning systems and geodetic sciences to name a few.
The current information situation in Ethiopia is characterized by weak information system with respect to the availability, coherence, standardization, and accessibility of data. This seriously impairs the capacity of the institutions in particular and the country in general to make informed plan and decisions with regard to development and environmental issues. This weak information situation is resulted because of different factors, among which is the shortage of skilled man power in the field of information management (both spatial and non-spatial information). Such problems can be addressed in quality, quantity, reliability, consistently through launching of GIS.
Vision
- To be a center of excellence in Geo – information science by being a leading program in teaching, community service and research in the university as well as in the region.

Background
Geography is the study of the physical features of the earth and its atmosphere, and of human activity as it affects and is affected by these physical features, including the distribution of populations and resources, land use, and industries, urban and rural linkages only to mention some (Bonnett, 2008). It bridges the physical and social sciences.
In recent decades, the earth and its systems are being exposed for numerous physical and human environmental challenges resulting in changes in resource availability and disaster risks. These changes require understanding of the changes and the dynamics to enable sustainable resource management. The most important of these changes include environmental change, land resource degradation, climate variability and change, and urban and population related crises.
As nations continue advancing and as they adopt new technologies and management methods, as new sources of energy, new modes of transportation and new sources of livelihood appear, regional inequalities and urbanization will tend to attain a highly explosive stage. Integrative and equitable development of urban areas with their surrounding rural areas is demanding in the current world. Thus, urban and regional development in the perspectives of geography and environmental studies will contribute and thereby attract academician and researchers.
The school has been offering Master programs nearly for a decade that made it to have a good experience and capabilities of managing the academic, research and community engagement affairs of its post graduate program by producing qualified graduates in the area of specializations. Therefore, it is imperative in the SGeES at HrU to develop and initiate a PhD program in GeES to provide opportunities for many MA/MSc graduates to improve their qualification and academic rank in different areas of specialization. The PhD program is planned to be started on September 2018 with two specializations namely, Climate Change and Disaster Risk Management and Urban and Regional Development Planning.
Rationale of the PhD Programs
The need for trained manpower at PhD level in Ethiopia has increased tremendously following the opening of 35 HEIs which is also planned to be raised to 50 HELIs. Furthermore, there is an ever increasing need of professionals in the field of GeES, who can serve as practitioners, environmentalists, planners, managers, consultants and decision makers in different governmental, non-governmental and community organizations as well as public and private academic and research institutions. This demand is confirmed by the needs assessment study conducted in some selected institutions as depicted below.
Launching the PhD program in GeES thus becomes most important and relevant due to:
- The need for professional leaders in the growing environmental and socioeconomic problems of the country such as climate change, resource degradation, environmental pollution, rapid population growth, income and development inequalities, and migration crisis who acquire quantitative reasoning, critical thinking and advanced scientific skills that enable to solve them scientifically based on knowledge;
- Meet high demand of man power as per the GTP II of the country as it proposed the ratio of academic staff in higher educational institutions to be 0-60-40;
- The establishment of higher learning and research institutions that are possible areas of employment opportunities for highly qualified geographers;
- The expanding needs for high level geography and environmental studies graduates in various sub-fields;
- Expanding professional horizons and supplementing academic staff expertise in the school itself;
- HU is striving to be one of research universities in the country where such research based PhD training can contribute its share to be considered for selection ; and
- The school in particular and the country in general have been experiencing difficulties in finding proper higher learning institutions for terminal degree training.
That is why, now, there is a strong felt need to start a PhD program in Geography and Environmental Studies at Haramaya University.
Admission Requirements
The applicants should apply to the Office of the Registrar of the University by fulfilling the necessary requirements. The Registrar will send the application documents to the SGeES. Subsequently, the School Graduate Committee (SGC) of the SGeES will select the applicants for the program on the basis of a sound undergraduate and postgraduate academic record, and a concept paper or synopsis that encompasses a convincing statement of purpose having clear description of academic interest in the program and intended area of research.

Background of the Program
In today’s Ethiopia, there is a large demand call for and a great diversification in higher education, as well as an increased awareness of its importance for socio-cultural, environmental and economic development, for which the upcoming generations will need to be well equipped with new knowledge, attitude and skills.
Considering the country’s demand of getting well equipped with knowledge, attitude and skills Professionals in diversified fields, university of Gondar has started the first ever BA degree program in Tourism Management in 2003/2004. By understanding tourism’s contribution, other Ethiopian universities commenced this program and launching a new program in Tourism and Hotel Management, given the role Tourism and Hotel plays for economic and socio-cultural development of the country. Amongst the universities launch this program are Haramaya University (2014/2015), Debre Tabor University (2015), Wollo University (2015) and Debark University (2017/2018).
These Universities are doing their best to produce well qualified manpower in both theoretical and practical aspects to maximize the contribution of tourism for the GDP & GNP, conservation of culture and environment, improvement of the living standards of the society by creating job opportunities which resolve unemployment problems of the country as well as ensuring sustainable development.
As curriculum has dynamic nature, Haramaya University are initiated to change the mode of delivery to modular approach and harmonize it at national level to envisage and produce more practical oriented candidates and alleviating the current issues of the country to cope up with the contemporary dynamic world. That is why the University have taken the initiative justifiably to fill the gap by training tourism professionals and possibly conduct problem solving studies and researches that could catalyse the development of the country.
Rationale of the Program
Ethiopia is well-off in potential tourism resources but not much benefited from the sector. Hence, in order to exploit its tourism potential, the country needs to have skilled manpower in the field. If the tourism industry is geared and developed properly, it can serve as a supplementary (alternative) economic sector besides agriculture.
Tourism and Hotel industries are the two sides of a coin. They are perhaps among the oldest commercial endeavors in the world. Hospitality industry contributes immensely to a nation's economic development in many ways, in addition to the immediately apparent prospects of creating jobs and boosting overall income. The industry fosters government revenues from sales taxes and duties and often boosts property-tax receipts. It also brings in foreign exchange and stimulates development of basic infrastructure. Tourist establishments, particularly hotels, buy from domestic sources and can help the development of such national industries as agriculture, food processing and commercial fishing, among others. The development of hotels also attracts other foreign investment and facilitates the transfer of technology, as in the case of computer-based reservation systems (CRS).
Tourism and Hotel Management Program aims at giving students advanced knowledge in contemporary tourism and hotel management to become professional consultants, innovative entrepreneurs, government and public administration officials, tourism business and hotel managers, qualified employees, and academic researchers in the field of tourism and hotel.
Bachelor degree in Tourism and Hotel Management is a fully integrated Four-year program promoted and tailor-made by universities under the College of Business and Economics with the intention of being recognized for its education and research. As such, this program combines theoretical education with practical training and industry experience to ensure that graduates fully attuned to the culture, service and competitive aspects of tourism and hospitality industry. Students will receive a thorough education in tourism and hotel management underpinned by integrated core business courses. Practical work experience is of utmost importance in getting prepared for an attractive career in tourism and hospitality management and in order to be successful in a competitive market. For a country like Ethiopia, which is endowed with variety of natural and manmade tourist attractions, tourism may pave the road for the development of infrastructure which in turn is a pedestal for the maturity of the whole economy as it gives a hand for the expansion of other sectors like agriculture, manufacturing, trade, transportation and others due to its multidisciplinary and revenue generating nature. However, tourism a very fast growing economic sector elsewhere in the world, has not yet been developed in Ethiopia and the country is not benefiting from it to the extent it deserves. It is run by archaic instinct and languishing ever since, while other countries are excelling. This is because those countries have realized its potential and developed their capacity by strategic programs.
Hotel management in its part is important because of the number of reasons. First, the hotel industry is continuously growing and hence it needs the availability of professionals who can cater for the need of hospitality industry. Second, the nation will have competent academicians who will work for the growth of the hospitality industry and also, as a spillover effect, its counterpart- tourism industry. Third, in betterment of services of hotel industry, it gives venues for training exposure and an opportunity to give education to interested parties and hoteliers. Fourth, stakeholders will benefit from the research outputs that are to be carried out by staffs of the program. Lastly, there is a need to combat macroeconomic problem of the nation by reducing unemployment.
The curriculum of the program has been designed to meet the needs of tourism and hospitality industry, and to contribute towards the current development policy of the country. The industry’s interdisciplinary nature has been clearly covered throughout the curriculum by incorporating tourism, hotel, marketing, economics, management, development; communication skills, general awareness, research methods and other inter-related subjects.
In general, the curriculum for Bachelor of Art Program in Tourism and Hotel Management is developed based on:
- The intention to respond to the changing economic demands of the country and the current lack of professionals in the field of tourism and hotel, who would gear the development of this vital and rapidly growing economic sector;
- Taken specifically, the tourism and hotel industry in Ethiopia needs tourism and hotel professionals who will work at operational as well as managerial levels;
- Ethiopia is a growing tourist destination with promising annual growth rates of tourist arrivals that are above the world average growth. So, the country needs qualified personnel to make use of this opportunity;
- Tourism and hospitality sector is expected to be an important source of income, means of poverty alleviation for the country and can provide great employment opportunities.

- Haramaya University is situated in an ideal place where diverse peoples, cultures and the products of their historical processes are abundantly available. However, these heritages are not scientifically yet approached and studied. Hence, they remained unidentified and unpreserved. This critical situation calls for an urgent responses from experts. In this regard, Haramaya University in general and the department of history and Heritage management in particular have a national and institutional responsibility and capacity to train professionals who can rescue such heritage resources.
- The national education policy demands trained professionals and experts in all fields of studies.. Education for all is the slogan to address the pressing need of trained man power. Hence, the department of History needs to play its own role towards the achievement of this objective.
- In terms of its nature, as it is true for other disciplines, the knowledge of history is expansive. History is the totality of the human past stretched in such distant past. Currently history is discussing every facets of human activity in the past. The versatile nature of the knowledge of history demands the specialization of studies on Ethiopian history. These studies need to be supported by pertinent and methodologically sound research undertakings. To attain this objective it is mandatory to open a high level of study that enables students deal with the diverse areas and themes in Ethiopian history

Background and Rationale of the program
We live in a time of unparalleled opportunities for development instant information communication technology, global interconnection and integration, free market and so forth. In stark contrast to this, we also live in a time of unparalleled challenges to peace and development as well–conflict at the local, national, and international levels (racial and ethnic conflict, economic conflict, interpersonal conflict, political conflict, class conflict, identity conflict). All societies have the need for promoting peace, cooperative relationships, improving security, ensuring efficiency and effectiveness and sustainable development at all levels of economy, education, governance, and environmental protection.
Peace is not only the absence of war, but it is also the capacity and ability of the Nation-State to protect the safety and security of all its citizens. Stable and strong state creates and maintains conditions that allow internal or external sources of conflicts to be resolved peacefully. Scarcity and inefficient use of resources, unequal opportunities, and poor performances may weaken the peace and may pave the way to conflicts and disputes in a society. The complexity and dynamism of peace and development in Ethiopia and the Horn of Africa will be the focus of the PhD program in Peace and Development Studies of the College of Social Sciences and Humanities at Haramaya University.
The Millennium Development Goals (MDGs), the Growth and Transformation Plan (GTP) of Ethiopia (FDRE 2010), Ethiopia’s Vision for a Climate Resilient Green Economy (FDRE 2008), and the Haramaya University Research Thematic Areas (HU 2013) all call for Ethiopia to work hard to coordinate its traditional and modern institutions and promote democratic pluralism (multilingualism, multiculturalism, tolerance, and etc.), peace building (conflict management, aversion, and resolution), social transformation (in economy, culture, tourism, science and technology) and competitively partake and benefit from the indispensable opportunities that globalization offers. Peace-building and democratization of the governance system is one of the fundamental conditions for the sustainable social transformation, green economy, and sustainable development of Developing Countries. In turn, these guarantee them to enter into the club of the Middle Income Economies.
Subsequently, Haramaya University has selected in its Research Thematic Areas (2013) “Peace and Conflict Management System Studies” and “Development Studies” as among the top priority research and development themes. Under these themes, the university has planned to launch research on mechanisms that generate practical knowledge of the nature, types, causes, and social level of recurrent disputes and conflicts and their major impacts on the rights of individuals and interest groups and on various socio-economic aspects of the society. The Research Thematic Areas guideline also targets, under the same theme, research topics that investigate the dynamics of conflict, the understanding of the customary dispute settlement and its interface with the formal dispute settlement process, capacity of justice sectors and conflict resolution mechanisms, including inquiry on rehabilitation and restoration of traditional justice systems and so forth.
Haramaya University intends to launch this PhD by Research Only Program in Peace and Development Studies (PDS) with the aim of addressing the current needs of highly qualified professionals in Ethiopia and other countries of the Horn of Africa. The university works towards becoming the centre of excellence in the area of Peace and Development Studies in Africa in general and the Horn of Africa in particular.

Due to the reforms taken place in the early 1990s, Afan Oromo become a language of socio-cultural economy, government and media. Therefore, the Oromo people and the government (particularly, Oromia Regional State) need Afan Oromo to be a language of education, office, courts, trades and inter-ethnic communication in order to develop and preserve the indigenous cultures and literatures of Oromo people.
