1. To increase research programs from the existing 17 to 20

Goal 2. Ensured food self-sufficiency and sustainable development

Objectives

  1. To develop and disseminate at least 16 improved crop cultivars along with production package so as to increase crop productivity and production in the planned period.
  2. To develop and/or introduce and disseminate technologies to increase livestock productivity and production by at least 10%.
  3. To generate at least two research output per annum on animal health
  4. To investigate the existing marketing system in at least 10% of the mandate area

Goal 3. Well-nourished and Healthy population

Objectives

  1. To produce at least one health related article per annum in all departments of the Faculty of Health
  2. To double the effort to improve the health status of the population through health information dissemination and other health promotive activities with special emphasis on HIV / AIDS in the planned period
  3. To double the effort to optimize the health of the population by improving the quality of diets and diversify food choices
  4. To evaluate the extent of applicability of the existing health research out puts in all fields in the Faculty of Health within five years time of the strategic period.

Goal 4 Improved educational system and broadened knowledge, skill and attitude of citizens.

Objectives

  1. To produce at least one pedagogical and/or field specific article per annum in all the departments of the Faculty of Education
  2. To increase formal education service to the pastoral and agro-pastoral community service

Goal 5 Competitive agricultural production system in the global economy

Objectives

  1. To double the effort to develop new and value added agricultural products and commodities for the international market in the planned period.
  2. To reduce post harvest loss of major horticultural crops from the current about 35 % at least to 15 % in the planned period

Goal 6 Enhanced participation of females in research and extension endeavor

Objectives

  1. To increase female researchers by a t least 100% in the planned period
  2. To at least double the participation of females in the utilization and evaluation of research and extension outputs

Goals 7 Increased harmony between agriculture and environment

Objective

  1. To develop, transfer, and promote the adoption of efficient policies, programs, technologies, and practices for sustainable utilization of water, soil and air resources and ensure ecosystem integrity and biodiversity in at least 10% of the mandate area.

6. Poverty and recurrent famine that limit the capacity of the community to adopt research and extension outputs.

1.7. Critical issues

1. Poor dissemination of technologies and scientific information
2. Lack of communication facilities (internet, telephone, fax etc. ) and communication networking

From the table above, Seven points have been identified as strategic/critical issues, which if not addressed would hinder the achievements of the goals and objectives set. In order to overcome problems related to each strategic issue, strategic options have been stated and prioritized based on the ease by which they can be implemented. Once these strategic/critical issues are addressed, Program/project level activities that are deemed to realize the goals and objectives need to be put to indicate tracks to be pursued within the plan period.

1.9. Major activities related to the objectives

Objective 1 To increase research programs from the existing 17 to 20

Activities
• Opening new research and extension programs in Education, Human health, and Business and Economics.

Objective 2 To develop and disseminate at least 16 improved crop cultivars along with production packages

Activities

• Acquisition of germplasm of a various crop species from local and international sources
• Develop two improved cultivars per Crop Improvement program
• Apply the principle and practices of biotechnology to enhance crop productivity.
• To develop appropriate agronomic practices for
• Demonstrate and popularize the existing and the would be released cultivars and

• Develop integrated pest management for economically important crops
• Establish IPM research and training center
• Provision of training in improved technologies
• Generate information on production constraints, and conduct adoption and impact assessment for improved cultivars and packages

Objective 3 To develop and/or introduce and disseminate technologies to increase livestock productivity and production by at least 10%.

Activities

• Undertake breeds evaluation on locally available milk producing animal types
• Evaluate breed performance in terms of production, growth and disease resistance and their response under different environmental setting
• Characterize and conserve indigenous livestock species
• Improve the traditional feeding and husbandry of livestock and develop recommendations in package forms
• Evaluate and improve available feed resources and feeding practices such as forages, crop residues, industrial byproduct and mineral sources
• Evaluate and improve grazing and management of grasslands

Objective 4. To investigate the existing marketing system in at least 10% of the mandate area

Activities

• Generate information on the post harvest handling and marketing of grains, livestock, and perishable products such as milk, butter, fruits, and vegetables

Objective 5 To generate at least two research output per annum on animal health

Activities

• Conduct epidemiology study on livestock diseases including end and ecto-parsites prevailing in the region
• Evaluate the traditional methods of controlling diseases and parasites and the herbal medicines used in combating the same
• Develop disease and parasite control methods that are applicable and economically


Objective 6 Generate technologies and information relevant to pastoral and agro-pastoral community

Activities

• Assess the existing practice of camel, cattle, sheep and goat husbandry, utilization, breeding practice, health problems, reproduction aspect, soci-economics conditions and production
• Assess ways of expanding education and health services to the pastoral and agro-pastoral community
• Development of drought tolerant crop and forage spices
• Management of Invasive alien plant species such as Parthenium and Prosopes

Objective 7 To produce at least one health related article per annum in all departments of the Faculty of Health
• Undertake studies on the major health problems of the community
• Conduct ethno-medicinal studies and promote the beneficial aspects of traditional health practices
• Assess and create awareness on the effect of harmful traditional health practices

Objective 8 To double the effort to improve the health status of the population through health information dissemination and other health promotive activities

Activities

• Assessing the health status and health service coverage of the community
• Assess factors hindering the absorption and adoption of health related information and practices
• Health information dissemination and community based health education with special emphasis to HIV/AIDS

Objective 9 Double the effort to optimize the health of the population by improving the quality of diets and diversify food choices

Activities

• Assess the nutritional status and feeding habit of the community and evaluate the nutritive value of the customary food types
• Improve the quality of customary food type and increase food choices through the formulation of new improved recipe

Objective 10 To produce at least one pedagogical and/or field specific article per annum in all the departments of the Faculty of Education

• Carry out subject method related action research
• Conduct pedagogical research
• Conduct filed specific basic/applied researches
• Assess the applicability and effectiveness of pedagogical research outputs so far done

Objective 11 To increase formal education service to the pastoral and agro-pastoral community service

Activities

• Study factors hindering the provision of formal education and suggesting possible solutions
• Study factors influencing the enrollment of female students in education

Objective 12 Double the effort to develop new and value added agricultural products and commodities for the international market in the planned period.

Activities

• Conduct research on industrially demanded crops and animal products
• Assess the need of local agro based industries and address the problems through research
• Introduction and evaluation of industrial crops

Objective 13 To reduce post harvest loss of major field and horticultural crops by at least 25% in the planned period

Activities

• To device appropriate post harvest handling method(s) and/or technology(ies) to extend the shelf life of major horticultural crops
• Assess indigenous post harvest pest control measures and develop appropriate control method
• Develop and/or introduce threshing, cleaning and grading machines
• Introduce the machines to the farming communities and evaluate the adoption and assess the impact

Objectives 14 To increase the proportion of female researchers to 30% from the total research staff in the planned period

Activities

• Recruit female researchers
• Provision of competitive research grant for female graduate students

Objective 15 To at least double the participation of females in the utilization and evaluation of research and extension outputs

• Provision of gender sensitization workshop
• Conduct research on gender in relation to agriculture, education, and health

Objective 16 To improve conservation and sustainable utilization of natural resources and ensure ecosystem integrity and biodiversity in at least 10% of the mandate area.
• Assess physical and biological resources (composition, diversity and status)
• Develop, transfer, and promote the adoption of efficient policies, programs, technologies, and practices to ensure sustainable utilization of natural resources
• study rehabilitation techniques of degraded land
• Identification of adaptable tree species
• To promote community based natural resource conservation and utilization scheme
• To develop and/or adopt and disseminate technologies that can improve soil fertility, reduce erosion, and soil moisture retention capacity of the soil
• Develop and promote efficient water harvesting and conservation practices

1.12. Monitoring and evaluation

The strategic plan will be monitored periodically through the following monitoring and evaluation systems:

1. On-going monitoring and evaluation

• The Research and Extension office in consultations with the top management of the university will assign monitoring and evaluation team including researchers and key stakeholders.
• The team will monitor and evaluate the implementation of the strategic plan every year by cross-checking the execution of the proposed strategic actions through observation, field tour, group discussion, progress report, questionnaire, interview, etc.,
• The committee will produce a detailed report on its findings.

2. Terminal evaluation

Terminal evaluation team will be assigned by the top management of the university
Points to be considered in the terminal evaluation
a. Have the intended objective been met?
b. Have the expected outputs from the research and extension activities been really produced?
c. Have the produced technologies and information reached the final end users?

3. Impact-assessment

The impact of the research and extension strategic action plan will be assessed whether the aspired goals are achieved or not.

1 .13 Assumptions and Risks

The success of the strategic plan is highly dependent on the following assumptions and risks

Assumptions

• Sufficient budget allocation and timely release by the government
• No major change in government policy that may adversely affect the implantation of the strategic plan
• Support from stakeholders and donors will continue
• Enabling environment in terms of competitive salary, efficient financial and procuring system, etc.
• Conducive weather condition
• Present status of the physical facilities maintained

Risk

If the above assumptions are not met it will jeopardize the strategic action plan
• In adequate funding and delayed budget release
• Major change in government policy
• On\inadequate support from stakeholders and donors
• Continuing with the existing salary and rumenration system
• Unpredictable weather change
• Failure in maintaining the existing physical facilities
