Statement
The Gender Office of Haramaya University wishes to see all Ethiopian
women competitive, empowered and assertive, so that they will have equal
participation in social, economic and political aspect of the country.
Mission
Statement
The mission of Haramaya University Gender Office is to pave the way
for all females in the University and surrounding to be assertive and
competitive. Furthermore, it aims at empowering females to be able to
determine their fate and make decisions. On top of this, making the
society of the University and its surrounding gender sensitive is also
its primary function.

The Gender Office of Haramaya University has the following mandates:
- To
mainstream gender in all activities of the university .i.e., curriculum,
strategy, policy, disciplinary regulation, program etc;
- To
ensure the implementation of Women National Policy and Education Policy
at the University level;
To promote researches on gender issues;
- To
provide consultancy service on gender issues;
- To
establish and strengthen linkage with women affairs offices at regional
and national level as well as different GOs’ and NGOs’
to reduce females education problems;
- To
arrange gender sensitization programs for the university and surrounding
schools and community.
Goals
Haramaya University Gender Office will strive to meet the following

- Reduce
the gender gap in education and employment;
- Improve
the status of women and produce competent and assertive female graduates;
- Improve
the participation of women in decision making positions and leadership;
- Make
all systems of the university gender responsive;
- Initiate
and facilitate research projects which are aimed at bridging the gender
gap;
- Enhance
collaboration with sister institutions, Governmental and Non-Governmental
Organizations having similar objectives; and
- Reduce
women’s risk of getting infected with HIV.

For the following ten academic years, the Gender Office of Haramaya
University shall have the following objectives:
General
Objective 1:
To reduce the gender gap in employment during the plan period
Specific objective 1.1: To increase the
% of recruits of female administrative staffs to 50%
Specific objective 1.2: To increase the
% of recruits of female academic staff to 35 %
General
Objective 2:
To reduce gender gap in education
Specific Objective 2.1: To bring the enrollment
% of female students during the plan period by 40%
Specific Objective 2.2: To strengthen the
supportive measures (tutorial class, female library orientation program
)render to female students

Objective 3:
To improve participation of women in decision making positions and leadership
Specific Objective 3.1: To increase the
percentage of female administrative division heads, faculty deans and
department heads by 10 %
Specific Objective 3.2: To develop the
managerial skill of female staff by 50%

Objective 4:
To increase the number of competent, qualified and assertive male and
female students
Specific Objective 4.1: To eliminate the
attrition rate gap between male and female students during the plan
period
Specific Objective 4.1: To increase the
number of female high achievers (CGPA> 3) by 20%
Specific Objective 4.2: To reserve 20%
of opportunities of further studies for females

short term trainings on “Assertiveness”

Make all systems of the university gender responsive
Specific Objective 5.1: To inculcate gender
in the ten years strategic plan of the University
Specific Objective 5.2: To review the student
and staff disciplinary manuals so as to make it gender sensitive in
the year 2006/07
Specific Objective 5.3: To develop Anti-
Sexual Harassment and Misconduct Policy of the University by 2006/07

on Gender Sensitization to Haramaya University community at least once
a year

Sensitization” training at least once a a year to Model School,
Bate Elementary School and Haramaya High School community
Specific Objective 6.2: To give “Gender
Sensitization” training at least once a a year to surrounding
community.

Objectives 7:
Initiate and facilitate gender related research
Specific Objective 7.1: To initiate, facilitate
and award competent research Proposals on Gender issues in collaboration
with the University management and different organizations once a year
Specific Objective 7.2: To motivate under
graduate students to do their Senior Research Projects and Seminars
on gender related issues in the university

Increase awareness of Haramaya University community on HIV/AIDS
Specific Objective 8.1: To arrange trainings
on “HIV/AIDS and its Preventive
Methods, VCT, Post-testing cares and ARVT ” Specific Objective
8.2: To initiate Haramaya University community to use VCT service from
the university clinic
General Objectives 9: Increase awareness
on Reproductive Health issues
Specific Objective9.1: Conducting 20 short
term training on “Reproductive Health and Risky Behaviors”
in collaboration with Faculty of Health

Haramaya University has the following notable strengths that need to
be maintained:
• Governance: representation of the gender office in the senate,
recruitment and other standing committees and presence of democratic,
committed and supportive top management;
• Management: presence of Gender Office in the University, gender
issues mentioned in the strategic plan document of the University and
presence of various supportive measures for female students;
• Human Resources: presence of committed office staffs and female
academic staffs. Availability of educated and highly qualified manpower;
• Financial Resources: presence of financial resources;
• Physical Facilities: presence of furnished and equipped gender
office with communication facilities;
• Service Delivery: presence of different services like counseling,
tutorial, library and different trainings;
• Organizational Sustainability: presence of Gender Office in
the University structure and Girls Club in the campus.
Weaknesses
The following are weaknesses that need to be improved:
• No sex disaggregated data;
• Absence of gender sensitive rules and regulations;
• No mechanism for monitoring and evaluating the implementation
of gender strategic plan;
• Low number of female staff;
• Lack of professionals on gender;
• Lack of awareness, misconception, fatigue about gender issues
among Haramaya University community;
• Presence of high female staff turnover;
• Unattractive working and living environment;
• Absence of allocated budget for the Gender Office;
• Inadequate space of the Gender Office;
• Inadequate service delivery;
• Absence of complaint handling system;
• No cooperation and collaboration among departments and divisions;
• Weak relations with GOs and NGOs;
• Less income generating schemes.

Opportunities
There are some opportunities the University shall take advantage of:
• Political: presence of National Women Policy, presence of Women
Affairs office at regional and sector level, presence of different women
associations, commitment of the government to reform the civil service
in mainstreaming gender at all levels, high collaboration with the Ministry
of Education, commitment of international organizations in addressing
gender issues and presence of HIV/AIDS National Policy;
• Economy: existence of gender sensitive Poverty Reduction Strategy;
• Social: high demand for qualified female graduates, media coverage
on gender, presence of social support systems (edir, equb...);
• Technology: technological advancement like internet service;
• Stakeholders/Collaborators: existence of different organizations
working on gender and reproductive health issues, availability of donor
organizations favoring research activities on gender issues,
• Geographic: conducive climatic condition and natural beauty;
