Background
The Continuing Education Program (CEP) was established in 1980/81
A.Y. It commenced offering diploma level training in Animal
and Plant Sciences with the philosophy of extending academic
programs through establishing satellite centers, under the auspices
of the Faculty of Social Sciences, Addis Ababa University. Later,
with the upgrading of the Alemaya College of Agriculture (ACA)
to a full-fledged university, the CEP has started to run under
the mandate of the then Division of Natural and Social Sciences
(DNSS) and then decided the program had to be administered by
the Faculty of Agriculture (FOA) now College of Agriculture
(COA), its home-base being the Department of Agricultural Economics.
In
1984/85 A.Y. a third agricultural science program, namely Rural
Economics and Social Development (RESD) was started in the CEP.
Further developments occurred in the 1986/87 A.Y. by upgrading
training in Animal and Plant Sciences to a degree level. In
the same academic year, two new diploma fields in Accounting
and Management were introduced to the continuing education program.
The main intent was to respond to a very high demand in business
related fields in Harar and Dire Dawa vicinities and to provide
students with the ability to pursue educational opportunities.

In
view of the fact that the demand for training in Accounting
and Management fields was very high and continues to be high,
these programs were upgraded to a degree level in 2002/2003
A.Y. In the contrary, the B.Sc. degree programs in Animal and
Plant Sciences were discontinued as a result of lower demand
from the users' side.
Currently
the continuing education program is reorganized with accountability
directly to the Faculty of Continuing and Distance Education
(FCDE), a full-fledged faculty with its own Academic Commission
(AC), Assistant Registrar's and Records Office. The Continuing
Education Program has the objectives of providing streamlined
training opportunities to government and non-government employees
and other residents of HU environs in a responsible way while
maintaining quality in delivery formats and content compared
to on-campus programs. With this view, the program is increasing
the number of training fields and capacity of admissions on
the basis of needs assessment and capacity of the university.
The
Continuing Education Programme now runs trainings of MSc degree
programs in Agricultural Economics and in Agricultural Economics
and Rural Development while degree programs include Accounting,
Management, Economics, Computer Science, Nursing, Civil Engineering,
Electrical Engineering and Law.The Diploma level training, which
currently is phasing out, is offered in Accounting, Management
and Law. Formerly, the courses are used to be offered in the
weekends in the Harar and Dire Dawa towns. At present, however,
with the expansion of the activities of the CEP the degree programs
are offered in the evenings of the week days whereas the diploma
sessions are handled on the weekends. Moreover, in order to
meet demand of the trainees, programs are run on a three-semester
basis with a course load of 9-12 credit hours.

The
mission of the Continuing Education Program is to provide need
based training programs to the surrounding community who do
not have access to the regular college/university programs.
Objectives
and functions of the CEP
1. To provide professional development and advancement for all
cohorts of the community in the vicinity of Haramaya in various
fields,
2. To contribute in the Human Capacity Development of the neighboring
National Regional States through initiation of focused and need-oriented
training programs, and
3. To contribute in the academic staff attraction/retention
efforts of the University by creating part-time income generating
opportunities and also to generate sustainable income for the
University.

Admission to training programs in the CEP generally falls in
to two groups: generic and upgrading programs. In the former
case, criterion follows admission of the regular program. In
the later case, individuals who have grade point of =2.00 in
the 12th grade ESLCE and have completed their diploma studies
from accredited institutions can join the program as an advanced
standing student in fields related to their former specializations.
In this regard, Accounting, Management and Law fields of studies
are primarily designed for upgrading from diploma to BA/LLB
degree.

- Minimum credit hours set for the different fields of studies
- Cumulative GPA (CGPA) not less than 2.00
- No F grade in any of the prescribed courses

Background
The
Kiremt In–Service program provides upgrade training
for those who are on-job with low qualification in different
professions. It is aimed to increases the qualified man power
of the country. This program is an intensive program, which
lasts with in two months of the rainy season (from mid of
July to mid of September). The period itself is vacation time
for the school teachers and they preferred to use the time
for their education. This period is preferable not only for
teachers but also for other professionals since they can make
use of their annual leave to gain a better education.
The Haramaya University has started to run the kiremt In-Service
program since 1990 E.C. to make its own contribution to produce
qualified teachers under the faculty of education. It has
been expanded by launching departments in different faculties
and college of Agriculture based on the demand of professionals
at diploma level. It is structured under the faculty of continuing
and distance education. Currently the Kiremt In-Service Program
provides training in four Faculties, one College and school
of Graduate Studies. In general the Kiremt In-Service program
has got increasingly high demand and is doing better to satisfy
the need of the people with regard to education.
Objectives
The
main objective of the Kiremt /Summer/ In–Service program
is
• to allivate the shortage of skilled manpower existing
in the country.
• To satisfy individual interest in education
Faculty Of Education (FOE)
kiremt in-service program provides training
The degree program includes the departments of Biology, Chemistry,
Mathematics, Physics, English, Geography and History. The first
four departments have been started since 1990 E.C. The last
two departments have been started since 1991 E.C.
In the expansion of the kiremt program in the FOE the English
and physical education and sport have been launched in 1994E.C.
and 1998 E.C respectively. principalship training for senior
secondary school directors has been offered since 1995 E.C.
In collaboration with Harreri, Dire Dawa and Somali regional
educational Bureaus, principalship training for primary school
directors has been conducted since 1995 E.C.
College of Agriculture (COA)
The
University Particularly COA observed that the existence of high
demand in the line of Agricultural sciences. So the program
has touched the college to Agriculture and started to offer
the degree program in three departments: Agricultural extension,
Animal Science and Plant Science since 1994 E.C. In its expansion
Agricultural Economics, Soil & Water Engineering and Natural
Resource Management have been launched in 1996, 1997 and 1998
E.C respectively.
Faculty of Business and Economics
(FBE)
FBE is so interested to launch some of its departments under
Kiremt In-Service program. So two departments: Management and
Accounting have been launched in 1997 E.C and then department
of Cooperative has been started in 1998 E.C.
Faculty of Law (FOL)
The kiremt In-Service program has offered training in law degree
program since 1997E.C. Moreover, the FOL is conducting law training
at advanced diploma and certificate level since 1997E.C. and
1995E.C. respectively in collaboration with Somali Regional
Capacity Building Bureau.
Faculty of Health science (FOH)
In this Faculty, the kiremt In-Service Program has got high
demand from the professional experts and then started to give
training in the department of Environmental Health Science at
degree level in 1998 E.C.
School
Graduate studies (SGS)
The
kiremt In-Service Program is becoming very popular in continuing
the graduate study in different field of specialization in the
FOE and COA. Biology, Chemistry in the FOE with M. Ed Agricultural
Economics, Plant Science are some of the departments having
summer students for their masters program.

In-Service program especially
for degree program in all departments are those who have obtained
diploma from the recognized institution. They are eligible to
apply for the same or related field of study.
Based on the capacity of the University to host and the strength
of the departments the number of candidates who join the University
for the Study under this program is restricted by the Admission
and placement committee of the University.
Payment
HU is very considerate on the payment of Kiremt students especially
private sponsored students. The University collects the total
payment including tuition fee and accommodation expenses from
students during registration if they are private sponsored.
However, according to the cost of living condition the payment
may be changed by the decision of the University management.
The current payment for private students is
• 1440 Birr for tuition and accommodation fee,
• 25 Birr for application and
• 25 Birr for registration fee.
If the students have been sponsored by government or non government
organization, then the program communicates the sponsoring organization
to settle the payment as early as possible before the students
being registered. This payment currently is 1650 Birr.
The payment primarily serves the instructors who are offering
courses for the students and full filling the facility of the
program and accommodation service like food, dormitory etc for
the students themselves.

Background
The
scope and rapidity of social change has produced a knowledge-based
society in which tertiary education and research act as the
principal engine propelling sustainable development of communities
and nations. The far-reaching changes taking place in the world
now, and the introduction of new human values into societies,
based on knowledge and information, reveal how higher education
is overwhelmingly important. Moreover, citizens joining the
higher education in a given country will be able to enjoy more
flexible access to intensive training, updated knowledge, and
the acquisition of new skills for the purpose of employment
or redeployment. This constitutes one of the main aspects of
the democratization and renovation of higher education, in particular
and education in general. Thus, one could argue that higher
education will determine the future well-being of individuals
and nations.
Therefore, the knowledge base of the existing professionals
needs lifting up to cope with the extra volume of work and challenge
created by the remarkable socio-economic development of Ethiopia.
Hence, tremendous efforts are under way by the Government to
make the higher education institutions responsive to all the
development needs of the country.
The Government’s new educational policy is designed considering
these ends. Because of this, a number of higher learning institutions
have been established and huge expansion is underway. This in
turn substantially boosted the annual student in- take and the
total enrollment capacities of tertiary level education.
In line with the Government's policy, Haramaya University is
entrusted with the mandate of teaching, research and out reach
activities, Producing agricultural and Economist ,managerial
professionals has remained one of the objectives of HARAMAYA
UNIVERSITY from its inception in the 1950’s. Meeting these
needs at macro, meso and micro levels involve need-based opening
of new programs and vertical expansion of the new and existing
programs.
Besides the regular, continuing and summer in service programs;
HARAMAYA UNIVERSITY had launched the Distance education program
funded by BESO since 2003. The program had been given in different
centers for elementary school teachers, where more than 1200
primary school teachers have been upgraded (graduated with Diploma)
in the past academic years.
This suggests an emerging potential to in corporate distance
education into the pedagogical model for higher education expansion.
This potential has been put to good use in various developing
countries. In fact distance education enrollments in our university
as compare to other African universities is in significant.
Current
programs
The
lessons we have drawn from this program is now initiating our
university to open distance Education programs particularly
in Agriculture and FBE. Currently ,we have started BSc/BA Degree
Programs at 4 Centers in the following Departments
- Rural Development and Agricultural extension
- Agricultural Economics,
- Economics
- Accounting
- Management
In addition to the existing Distance Education program under
the faculty of FCDE the university would launch BSC, BA and
BED program in the fields of Agriculture, FBE and FoE. in the
coming academic year. The motto is that the contribution of
these BSC & BA holders to the development of the agricultural
and business and management sector would be enormous and this
is part of the University's commitments to satisfy the growing
demand by different ministries and other development agencies
for such qualified persons.
Obviously, with the present rate of student influx to Ethiopian
universities, the government does not and will not have the
capacity to expand the universities in physical and human resources
indefinitely. Akin, it would be crucial to train the working
citizens who do not have access to the regular program of higher
learning institution in this country.
Objectives
of the program
The
main purpose of this new BSC and BA program through distance
education under the faculty of FECD is to respond to the growing
needs of qualified manpower in the filed of Agriculture, Business
and Economics.
a. General objective
The general objective of the program is to assist in skilled
man power development efforts of the Government of Ethiopia
through the production of qualified manpower in different disciplines
through distance learning. Developing technical skills in different
disciplines that increase educational access by persons living
in remote and poorer regions.
b. The Specific objectives
• To meet the ever–increasing demand of agriculturalists
in the country, and hence to provide professional service at
regional and national levels with a view to accelerating social
and economic developments.
• To produce professionals that meet the quality of best
agriculturalist who are capable to conduct problem–solving
and demand-driven researches pertinent to agriculture and to
produce competent agriculturalist imbued with a sense of social
purpose and with a view to enhancing the development of agriculture
in the country. It is about becoming more responsive to the
national needs and attempting to produce graduates that would
bring the desired impact.
• To give access for middle level agriculturalists who
would like to pursue their education in agriculture.
• To make the expertise of the university available to
local communities and in ways that are consistent with teaching
and research functions. It might result also in promoting the
linkages of HARAMAYA UNIVERSITY research with various stakeholders
and above all with the rural livelihoods.
• To equip participants with the skills to participate
meaningfully and effectively at institutional level in management
business and economics
• To develop the capacity of an economist, Accountant
etc. and social enterprises to respond creatively to the needs
and problems of the wider community and society.
• To provide adults combining family responsibilities
and full - time jobs, with access to BASc and BA degree and
personal development opportunities.
• To strengthen the leadership and professional management
skills of accountants, managers and economists.
• To improve institutional management structure of the
ministries through up date grading professional and technical
skills.

Requirements
The
general admission requirement for the BSc and BA program through
distance education in the affore - mentioned fields is successful
completion of academic requirements of the diploma program in
any field(s).
Duration
of the program
The
total duration of the BSc and BA program through distance learning
in the indicated fields will be 8 to 10 semesters. Each year
will have 2 semesters and each semester will have 2 tutorial
programs /sessions/ face - to face mode of delivery system.
About 20% of the total credit hours (9 contact hours for a 3
credit course) will be delivered through face - to - face mode
(tutorial mode) and the remaining contact hours are expected
to be covered by the distant learners provided that the distance
materials/ modules/ are ready for the distance learners before
two months of the commencement of the tutorial sessions begin.
